{"id":10658,"date":"2015-03-09T16:11:23","date_gmt":"2015-03-09T16:11:23","guid":{"rendered":"https:\/\/drugprevent.org.uk\/ppp\/?p=10658"},"modified":"2017-10-12T10:12:00","modified_gmt":"2017-10-12T10:12:00","slug":"un-drugs-body-warns-us-states-and-uruguay-over-cannabis-legalisation","status":"publish","type":"post","link":"https:\/\/drugprevent.org.uk\/ppp\/2015\/03\/un-drugs-body-warns-us-states-and-uruguay-over-cannabis-legalisation\/","title":{"rendered":"UN drugs body warns US states and Uruguay over cannabis legalisation"},"content":{"rendered":"<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; line-height: 1.5em; font-size: 10pt; color: #0000ff;\">International Narcotics Control Board report says US and Uruguay are breaking drug treaties and warns of huge rise in abuse of ADHD treatment Ritalin<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt; color: #0000ff;\">The\u00a0<a href=\"http:\/\/www.theguardian.com\/world\/unitednations\"><span style=\"text-decoration: underline;\">United Nations<\/span><\/a>\u00a0has renewed its warnings to Uruguay and the US states of Colorado and Washington that their cannabis legalisation policies fail to comply with international drug treaties.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt; color: #0000ff;\">The\u00a0<a href=\"https:\/\/www.unis.unvienna.org\/unis\/en\/events\/2015\/incb_2015.html\"><span style=\"text-decoration: underline;\">annual report<\/span><\/a>\u00a0from the\u00a0<a href=\"https:\/\/www.incb.org\/\"><span style=\"text-decoration: underline;\">UN\u2019s International Narcotics Control Board<\/span><\/a>, which is responsible for policing the drug treaties, said it would send a high-level mission to Uruguay, which became the\u00a0<a href=\"http:\/\/www.theguardian.com\/world\/2013\/dec\/11\/uruguay-cannabis-marijuana-production-sale-law\"><span style=\"text-decoration: underline;\">first country to legalise the production, distribution, sale and consumption of cannabis for recreational purposes<\/span><\/a>.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt; color: #0000ff;\">The UN drug experts said they would also continue their dialogue with the US government over the commercial sale and distribution of cannabis in Colorado and\u00a0<a href=\"http:\/\/www.theguardian.com\/us-news\/washington-state\"><span style=\"text-decoration: underline;\">Washington state<\/span><\/a>.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt; color: #0000ff;\">The possession and cultivation of cannabis became legal on 26 February in<a href=\"http:\/\/www.theguardian.com\/us-news\/washington-dc\"><span style=\"text-decoration: underline;\">Washington DC<\/span><\/a>. Voters in Oregon and Alaska have also approved initiatives to legalise the commercial trade in cannabis for non-medicinal purposes.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">The INCB said it \u201ccontinues to engage in a constructive dialogue\u201d with the US government on cannabis developments and it is clear the UN is putting strong pressure on the US government to ensure that the drug remains illegal at a federal level.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">The US government has issued new guidance to banks on their provision of services to marijuana-related businesses and all state attorneys have been reminded of the need to investigate and prosecute cannabis cases in all states.<\/span><\/p>\n<p align=\"justify\"><span style=\"font-family: verdana, geneva, sans-serif; font-size: 10pt; color: #0000ff;\">The INCB said it was aware that the US government intended to monitor the impact on public health of legalising cannabis and has again reminded the Obama administration that the position in\u00a0<a href=\"http:\/\/www.theguardian.com\/us-news\/colorado\"><span style=\"text-decoration: underline;\">Colorado<\/span><\/a>\u00a0and Washington meant the states were failing to comply with the treaties.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">Lochan Naidoo, the INCB president, said the limitation of use of narcotic drugs and psychotropic substances to medical and scientific purposes was one of the fundamental principles underpinning the international drug control framework. \u201cThis legal obligation is absolute and leaves no room for interpretation,\u201d he said.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">The UN body also renewed its call for the abolition of the death penalty for drug-related offences and voiced concern that Oman was proposing to make use of the death penalty for drug-trafficking offences.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">The INCB\u2019s annual report records a further rise in the number of new \u201clegal highs\u201d or psychoactive substances that have been identified. The number has risen from 348 to 388 in the past year \u2013 an increase of more than 11%. More than 100 countries are taking action against \u201clegal highs\u201d and the INCB has welcomed moves by China, considered by many to be one of the main sources, to start banning these synthetic substances that imitate the effects of traditional drugs such as cannabis and ecstasy.<\/span><\/p>\n<p align=\"justify\"><span style=\"color: #0000ff; font-family: verdana, geneva, sans-serif; font-size: 10pt;\">The UN drug board also warns of a 66% increase in the global consumption of a stimulant, methylphenidate, which is primarily used in the treatment of ADHD or attention deficit hyperactivity disorder and is better known by one of its trade names, Ritalin.
