Philbert Johnson of Ghana, Chair of the CND at its 67<sup>th<\/sup>\u00a0session, thanked all delegations for contributing to the biggest gathering of the Commission ever, with 140 Member States of the United Nations represented as well as representatives of 18 intergovernmental organizations, 141 non-governmental organizations, and nine UN entities. More than 2500 participants attended in total.<\/p>\n<p class=\"xxmsonormal\">Ghada Waly, Executive Director of the United Nations Office on Drugs and Crime (UNODC), in her closing remarks acknowledged that a fundamental truth had emerged from this year\u2019s high-level segment \u2013 that even in times of division and fractures, common ground can be found, as embodied in the\u00a0<a href=\"https:\/\/undocs.org\/Home\/Mobile?FinalSymbol=E%2FCN.7%2F2024%2FL.6&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\">High-Level Declaration<\/a>\u00a0adopted at the opening session.<\/p>\n<p class=\"xxmsonormal\">The Executive Director made the following pledge on behalf of UNODC as part of the Chair\u2019s\u00a0<a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/session\/67_Session_2024\/pledge4action-cnd-2024-midterm-review.html?testme\">Pledge4Action initiative<\/a>: \u201cUNODC pledges to support a paradigm shift towards much stronger frameworks for prevention in Member States, whether to prevent drug use and harmful behaviours, to prevent illicit economies from exploiting and expanding, or to prevent violence associated with the illicit drug trade, with a focus on children and adolescents, as well as those who are in settings of vulnerability.\u201d<\/p>\n<p class=\"xxmsonormal\">She continued: \u201cWe will strive to provide and improve low-cost and accessible tools that build prevention skills, identify and share best practices for prevention in different contexts, and encourage and support far greater investment in prevention nationally and globally, to build the resilience of individuals and communities.\u201d<strong><br \/>\n<\/strong><\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"container mx-auto mt-0\">\n<div class=\" row\">\n<div class=\"col-lg-12\">\n<div class=\" island px-0 py-3 pt-lg-0 pb-lg-3 col-lg-6 float-right pr-lg-0 pl-lg-4 \">\n<div class=\"image-container\">During the regular segment of the 67<sup>th<\/sup>\u00a0session, Member States exchanged views on, inter alia, a) the implementation of the international drug control treaties and drug policy commitments; b) the inter-agency cooperation and coordination of efforts in addressing and countering the world drug problem; c) the recommendations of the subsidiary bodies of the Commission; and d) the Commission\u2019s contributions to the review and implementation of the 2030 Agenda for Sustainable Development.<\/div>\n<\/div>\n<p>The Commission decided to place one benzodiazepine, one synthetic opioid, two stimulants, one dissociative-type substance, sixteen precursors of amphetamine-type stimulants and two fentanyl precursors under international control. The scheduling of the two series of amphetamine-type stimulant precursors is part of &#8211; for the first time &#8211; the taking of a pre-emptive measure to address the proliferation of closely related designer precursors with no known legitimate use.<\/p>\n<p>During the 67<sup>th<\/sup>\u00a0\u00a0session of the CND, four\u00a0<a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/session\/67_Session_2024\/draft-proposals.html\">resolutions<\/a>\u00a0were also adopted, covering topics including: alternative development; rehabilitation and recovery management programmes; improving access to and availability of controlled substances for medical purposes; and preventing and responding to drug overdose.<\/p>\n<h4>2024 Midterm Review<\/h4>\n<p>In accordance with the 2019 Ministerial Declaration, Commission conducted a midterm review of progress made in the implementation of all international drug policy commitments during the two-day High-Level Segment, consisting of a General Debate and two multi-stakeholder round-table discussions on the topics \u201cTaking stock: work undertaken since 2019\u201d and \u201cThe way forward: the road to 2029\u201d. The final review is planned for 2029.<\/p>\n<p>As part of the General Debate, 66 countries pledged concrete actions towards addressing and countering the world drug problem as part of the Chair\u2019s\u00a0<a href=\"https:\/\/www.unodc.org\/unodc\/en\/commissions\/CND\/session\/67_Session_2024\/pledge4action-cnd-2024-midterm-review.html\">Pledge4Action<\/a>\u00a0initiative.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"container mx-auto mt-0\">\n<div class=\" row\">\n<div class=\"col-lg-12\">\n<h2 class=\"site-label \">FURTHER INFORMATION<\/h2>\n<p>The CND is the policymaking body of the United Nations with prime responsibility for drug control and other drug-related matters.
